The State Training Policy of Assam, 2012 acknowledges that a competency-based approach will pave the way for a more efficient civil-service. Employees need to be provided a platform wherein they could share their needs and also receive inputs which address these needs.
Keeping in mind the mission and objectives of the State Training Policy, the Secretariat Administration Department has taken up the task of developing a framework for competency-based training for the Grade II and III employees of the Secretariat.
Development of a framework for competencies, including both core and job-specific competencies, is a major exercise involving the creation of a competency dictionary, competency-mapping of each category of employees and identification of competencies in tune with the short-term and long-term organisational goals. This is intended to be done in collaboration with Assam Institute of Management, Administrative Staff College and other stake-holders
The training plan for improving functional competencies is designed for mid level Government personnel who have atleast 3 to 5 years of working experience in the Assam Secretariat.
The technical/operational workshop would start at 9.00 am and end at 6.00 pm every day, concluding with a review of the day’s assignments and their feedback. There will be a one hour break for a light lunch from 12.30pm to 1.30 pm which will be arranged by Assam Institute of Management (AIM) at their institute premises. The workshop will also break for tea twice.
